How would I pull off an animated background?

I am trying to create an animated background where the text is constantly moving in horizontal directions, kind of like the way the lines move up in and down in the matrix. The words don't matter, they will not be clickable, it will be purely aesthetic. In the middle will be expanding images showing a character bio. I got the expending image, but not the background and I don't know where to start. Any ideas?

You can do it with a little programming, but there's another option. How about create an mp4 file on after effect with an aesthetic sound track? It would look more appealing. You can easily learn it in few hours on any online education platform, the best option is to learn through youtube. I think its better than doing programming on your page. Your opinions?
