How does <noscript> actually checks, if JavaScript is enabled?

    Hey there,
    
    I know how to use the  Tag, but how does the Tag actually checks "internally" whether the user has activated JavaScript? I'd like to reproduce this Tag with my own Java-custom-Tag to add more functionalities.

    For now, I'm stuck on setting a variable on page A and try to read it out on page B. If empty, no JS is activated. But I'd like to keep the check on one single page, just as  does.
